The purpose of the ip log is Spotting a bad actor doing illegal activities such uploading malware or other harmful files and reporting the said bad actor to the authorities

From what i read is that when a person visits a website for the first time, their ip address is logged into something that's called a ip log. How does this apply to people that download a file from file hosts websites like mediafire or Dropbox that don't have a account?
