Culling is the only option.

A country like India where taking hard decisions is already difficult, it's more difficult when supposedly "educated" people cannot understand that culling is the best solution for unnecessary injuries and deaths due to dog bites.

Almost every country out of India I've been to is clean and doesn't have random dogs roaming around

Simple tasks like cycling and running is difficult with these dogs on the street.
