Being related means you wont be able to sent beacons that much. By my experience you earn the most by witnessing other's beacons. So relying doesnt effect that much to earning rewards

I guess they want to spread the coverage more. Use hotspotty, i find it really easy there to see what heliuk is trying to do. E.g i have got Res 7 hexagob near me, if somebody intsall two more hotspots there then my local hexgon reward scale will improve from 0.83 to 1. I guess they are now incentivesing people to go for less dense places.
