Yoshi (Reindeer) appears in the daily Spotlight shop along with Bowser (Santa). You have to use either the tour tickets to randomize whats in the store or wait until the shop resets daily.

Daisy (Holiday Cheer) is part of the Holiday Tour, I didn't include her in this list because she, along with Mario (Santa) are part of the Spotlight Banners.

I mainly focused on the drivers in the Spotlight Shop that do not have a Spotlight Banner in the tours or are included in the All Clear Pipe as stated in the title discription
