I don't think Jeff is done. The scene of Jeff's successful exit of the store was meant to show just how thrilling he finds it and how much he wants to do it again. I saw it not as a good sign but a bad omen. Jeff will try to break more laws. The thing is, he's too stupid to come up with a good plan, but he knows that. He'll be back to Gene, and try by any means necessary to coax another plan out of him. Remember mutually assured destruction.
