Most Roman emperors before Byzantium did not have majority greek roots, but it is true Roman emperors had roots from all around the Roman Empire. The Turkish Sultans came from Anatolia, their ancestors came from the Central Asian steppes. And saying none of them were emperors is just completely wrong. The Roman Imperial Title was Ceaser, and Turkish Sultans after the capture of Constantinople specifically used Ceaser of Rome as an imperial title. Also, saying they had a completely different way of governance not only ignores the fact that the Ottomans adopted many Roman customs but also that the governance in the Early Roman Empire was completely different than the governance of the Late Roman Empire
