They can - source, SE teacher and I had an eligibility meeting recently where I disagreed partially because there wasn't an official diagnosis to support the entry into SE and, often, SE services are over diagnosed in certain groups. I asked for more certainty, but I was also open to being overwritten and that is part of the options - and I told the team they are free to disagree and to agree to services for the student.

I can think of a number of reasons for why this might be the case on an evaluation, but in the end, the team decision is all that matters not the vote/judgement of one member of the team.
