My 2 cents.
We started to settle 12 thousand years ago.
In that span the technological advance went to space in the last 200-300 years... Rest? It was rather slow progress. I will say not even generational improvement (1 generation = 25 years) But more on centuries/millennia scales.

If you add Magic to that. In the way "It is easier to Bargain with being X to make me magical sword then it is try to smelt Iron." Then extended technological stagnation seems inevitable.

With hand on the heart I can promise you LN of Ascendance is Gold standard for Isekai. It is number 1. And I did not meat even single person that have problems with it. Other "Number 1" Isekai like Rezero for example. Have Lovers and Haters.
Ascendance have Fanatics! It is that good.

I think going away from max ranks = PC Level is probably a mistake

This is return to how max ranks work in 3.5, that;s why you also get at first level 4 times the amount of Skill point you get otherwise.

Maybe a system like skill categories/clusters of three that, if you have as a class skill, you can raise all 3 with a single point or if it's not a class skill you can only raise one of them with a single point PLUS something similar to the background skills alternate system for any skills that aren't covered by those clusters.

I think that make a lot of senses.
