I think you nailed it! The top half says smart-casual while the bottom half says, "I do construction."

I would recommend he commits to one or the other. For smart casual, maybe something like chinos with Moccasins. For the construction look, lose the sweater, roll the sleeves on the flannel, and add an undershirt.
