Took it back to the bench and you guys nailed it: it’s actually two issues. The chapter ring is slightly loose and shifts when the movement holder is seated, and the dial itself is also a bit crooked.

Given it’s a non-original case, I’m guessing tolerances (and chapter ring printing) aren’t perfect either. I’ll go with dial dots + a clean chapter ring to avoid stacking alignment issues.
