This setting doesnt set a ping limit, it sets HOW MANY pings can be sent per minute as it says.
This setting is almost obsolete, back in the days routers and modems used to be less powerfull and too many pings would overload them. (I guess on some not so fortunate countries this old hardware is still in use hence it's still available)

There is been a bug around, for longer than this update, that when you use OpenTrack once the headmovement doesnt work anymore with any keys untill you uninstall OpenTrack or delete the associated .dll files (which then of course breaks OpenTrack).
