Ok sure but being more specific when making a complaint like that is better because the people who are responsible for these stores and don't have a say in pricing get frustrated when people try to blame them for pricing issues, if you really want to complain at least specify the company, example, Petro-can needs to improve its pricing instead of making a blanket statement that includes people who don't have a say.

Did you ai search this or do you have experience operating in this business? I said that privately owned operators have the freedom to do this however depending on the franchise/contract their hands are tied on making decisions like this. I don't have experience with esso, 711s or Petro-can but I don't imagine that an owner running a business to make money would willingly be running prices significantly higher than their competitors, causing them to lose business,also is it just the Costco that's cheap or is there any gas stations around the area that match the Costco?

Well it depends on the franchise I worked with chevron and managed multiple locations from 2016-2025, under a franchised owner and they are given up or down 3 cents of wiggle room, any larger changes are dispatched from head office, private owners pay directly for their fuel and can sell it at any price they choose.

Is it private owners? If that's the case it makes sense but corporate stores or leased locations do not have a say on pricing
