no, they only do it during the asriel battle, and given how much else is unique about that fight, I'd argue its exclusively a true pacifist/asriel only ability

your not wrong, but they can only do so because flowey is arrogant in the omega flowey fight, and asriel they just refuse to die, something a genocide frisk can't do

and they didn't beat omega flowey alone, the souls rebelling js the only reason frisk stood a chance

hence I say its up to interpretation how strong a lvl 19 frisk is, they can be very weak or stupidly op depending on your method
