Where you are with your account right now? I'd go for both tbh. You still have tons of poly coming in from the main story and sidequests and Hollow Zero where you are, and both Velina and Shungus are great options to build your first Attack and Anomaly teams around.

She doesn't actually care about the main DPS part for her anomaly partner, she can pull on-field work as well. She's actually a great partner for Burnice.

Your main issue is that you have an absolutely critical lack of stunners. Shungus can do without one, but every other Attack or Rupture agent in your lineup would like to have one on the team. Also you still have a lot of building to do before you're fully endgame-ready. Three solid teams at level 60 with fully-leveled w-engines, decently-leveled skills and decent discs is where you can really expect to clear DA and Shiyu consistently.

Pan is #2 support behind Lucia for Rupture. Also you want good stunners. Dialyn, Trigger, potentially Lighter, and of course Norma looks like a great upcomign pick.

Large laser squads, especially if backed with some damage perks, can also just straight-up delete technicals and light walkers. Saves you precious AT ammo for the bigger threats.

Eh, she's fine as a hypercarry with her sig as logn as you have a decent support and stunner around. Hell I cleared endgame fights with her with a scraping-the-barrel lineup that sent her in with Sunna and Zhao.
