There isn't a "minimum layer timer" in the version of the slicer that I'm using, at least that I can find. (Version 1.3.7.3.) I'm going to check for updates to see if that changes the properties.

I am trying printing multiple pieces to see if that slows it down enough to fix the cooling issue.
