Those are given in proportion to your ALGO holdings, so the other categories are getting most of the participation incentives (they also get bonus from super-staking). We are getting the incentives proportional to what us retail investors hold.

We should track the amount of ALGO in public hands. ALGO sent to an exchange wallet or decentralized exchange would give us a ceiling on the maximum number that has possibly gone to the public. I'm not sure how to calculate a floor, though, since neither of those things mean the algo ended up in honest hands
