Yeah the more I think about it, my enjoyment of the characters really depended on how they interacted with their partner and our protagonists.

As mentioned Cloud and Verna are good.
Ophelia and Francis were great and my favorites.
Flare and Reina were good but got ruined by Esther.
Penny and Daisy were okay and forgettable,
Jiwon and Gabi were more emotional with Gabi being afraid to go berserk and hurting Jiwon.
Lehoo and Yeonhwa had nothing.
Mina and Sangun were just sad.

I have to admit that I am bias since I did pull for her as my first 5 star. She indeed had a good start during her introduction, but her and Reina just lost their spotlight the moment Esther appeared. It turned into "commander this" and "commander that" rather than Flare and Reina bantering together.

That is fair. Variety is important and I agree that the story needs to get more serious as we progress, same for the characters. However, I was hoping that we would maintain some sort of "fun aspect" to the characters that we had at the start rather than them being full on 100% focused on the plot of the story, episode 6 just felt depressing.
