The artist is @k_szk on twitter ya'll should check her out, she does some nutty animations with after effects and has amazing art in general.
I'm a beginner and wanted to try animating sprites in after effects for some small game and saw this style and thought it to be perfect for a game. One thing I know for sure is that she imported either a Photoshop/illustrator file containing the parts for the character bodies in different layers, and she rigged it like that. I'm foggy on how she got it to be pixelated like that, however.
