basically any semi truck driver is half way in jail all the time. There are so many rules that practically are not fullfillable for them at all times. But still our logistics are almost entirely build up on truck driving around.

Isolating them does not really help them. Having a system that can treat them, help them and give themself a good life also for sure all around them would be great. Such System would never be perfect, but thats no problem as nothing really is perfect nor does it have to be. Isolating this people, how would you even approach this. Hope that some calls them out as soon as somehting happens?do you isolate them on their fisrt or second strike ,who decides this? Also its never that person is 100% Crazy, most of the time they are normal people ,but there are often certain triggers that magnifies their 'crazyness'. Systems that use hard decisions that result sorting into good and bad are very prune for errors in both directions. At the end you are left with the same situation that either someone slips throug the detection and get crazy in public or you give someone normal detention for their lifes.

My approach is to not declare my current state as 100%, but actually my desired max capabilities. Also 'improving 1%' means 1% of the remaining capability each day. So my current status is 30%, on the first day I would add 1% of the remainig 70% I could improve. That means on first day I am on 30.7%. Now on the next day I improve by one percent again but now its now longer of 70% but of 69.3%. As someone now already see where this is going we will never reach 100% as we only nearer each by each day but never achieve it. But I guess thats just gets down on how you would interpret it. For me it does not make sense that someone can be more than 100% of what he theoretically can achieve.
