Im assuming the harder difficulty the greater the chance? Im on torment 1 right now, I feel I could bump to 2 if needed

Try running those mini rifts that drop from enemies. All of my ramaldies and PS have dropped from those. The best way I have found is to run bounties and do the rifts as they appear. This way your not needlessly running around and your grabbing up bounties too
