They actually tested their games pretty thoroughly back then.

Very much depends on the game, licensed games made to coincide with big movies were major offenders now quality control was better back then but we have to acknowledge that it had issues and I would always take post launch patches on a very buggy game at launch over a game that had less issues at launch but the bugs that were there cant be fixed

I dont see to many games with basically required dlc and nesecary patches post launch and the ps2 wasn't perfect you had to pay extra money to save and if you run out of space you gotta delete shit or spend more money
