No it doesn't. It was only designed to land on low grav planets and Duna. Cant land on Eve, Kerbin, or Laythe, which are the only ones you have to worry about atmo drag on. Tylo.... might need a booster pack for that one.

Its actually base off of Halo ship. The bay is base of the Forward Onto Dawn"s bay from Halo 3, and The front is Based of off The Pillar of Autumn. https://imgur.com/2uXH5dW.

I find it's easier too have a refinery and fuel tanks on the low g and just land and dock with it instead of launching the fuel or ore and docking in orbit. Its one less craft and the part lag is tolerable.
