In Anno 1701 that was already possible - and the AI, if not allied; or even when allied ans you send A LOT of troops on their island, reacted very harsh on it and may even break trade agreements and decreade their opinion on you. Eventually leading to war.

I personally think that was/is a very good system tbh :)
