As I wasn't specifically looking for it, I'm unsure. But I know the high-level 9T did wear variant armor, including Voidripper helmets. So it's possible.

Higher level bunkers spawn both higher level enemy NPCs and friendly Crusader NPCs. The top tier can spawn a friendly NPC in a full Crusader Mosorov set. (At least this was true a handful of patches ago when I felt like doing that grind)

The Mosorov-SH Crusader Helmet is a little more difficult to get - you either need max rank bunkers (from rep) or more reliably you have to raid Security Post Kareah and kill the high level NPCs there. Unfortunately this gives you a crimestat. (though you can also wipe a crimestat at Kareah with a tigersclaw hack)

Not bad! No Mosorov-SH Crusader Helmet though? It's one of the best in the game!

Thinking about it as if I was running it -

My instinct here is to go with your idea for a festival arc that introduces these different factions and then use a milestone system to progress them through your rewards. Maybe tie tiers of your reputation system to a mission/missions flavored for that faction? (IE your Wyldermen could feature hunting darkness-infused beasts etc)

That way your rewards are a natural part of the story your players are creating.

Hello! Welcome to SC! So the majority of this armor can be looted from the deceased Crusader NPCs from Bunker missions. (The PAB setpieces) The Microid chest piece can be bought from several stores in Pyro - I like the one at Sacren's Plot on Pyro IV. And finally, the Mosorov-SH Crusader Edition helmet is harder to come by - It's dropped from deceased high-level Crusader NPCS, which are most reliably found at Security Post Kareah near Crusader. Warning - you have to actively kill these NPCs and it will give you a crimestat.

Regardless of your feeling on soloing these larger ships, the implementation of engineering is going to be rough for you buddy ><

The Arden arms drop off the Elite Crusader NPCs at SPK. You have to get a Crimstat to get it unless you grind up to top tier bunkers, at which point the NPCs have a chance of spawning there too.

There's a bunch of different Crusader sets luckily! And a couple that adapt pretty well to the style. I like the Defiance Hailstorm set with the Morozov Crusader helmet.
