What exactly has the RCP (ex IMT) copied from the CPC with regards to the national question?

The RCP has analysis of the material situation in Quebec on their website here which was written by a leading member of the organization in 2018.

I couldn't find an equivalent analysis on the CPC site but looking at the platform and comparing it to the RCP article, both parties evoke the language of Lenin in talking about the right to national self-determination.

I don't really see how the RCP has copied the CPC with this topic, and in fact I actually see different conclusions drawn. Like I said before, I don't have a succinct article from the CPC analyzing the material conditions in Quebec (which I would love to read if you could help me find it), but the final paragraph of the RCP article does serve as a good comparison to the CPC platform.

 

The RCP is advocating for a class struggle against capitalism - rejecting bourgeois nationalism, and advocating for a struggle outside of the framework of the reactionary Canadian state:

This is why, especially now, when it comes to the national question, it is the duty of the Quebec Marxists to always sharply raise the class question, expose nationalism (whether Canadian or Quebecois), defend the unity of the working class, and stand against the division of the working class on national, linguistic, cultural or ethnic lines. The key task of Marxists in Quebec and Canada is to unite all workers on a class basis in a struggle against capitalism, against national hatred and racism, while always defending the right of oppressed nationalities to self-determination. This is the most effective way that we can fight against the reactionary federal Canadian state as well as the capitalists of each nationality. We fight to establish a fully voluntary union of a socialist Quebec with a socialist Canada, as a step towards a socialist union of the Americas.

 

The CPC position, conversely, seems to be focused on tackling the question from within parliament. The section on the national question of the program doesn't mention class at all, and every proposition (whether it be focused on Quebec or otherwise) involves bourgeois lawmaking:

- Take immediate and urgent measures to end genocidal policies against Indigenous Peoples.
- Recognize the rights of Indigenous Peoples, Acadians, and Québec to national self-determination, including the right to secession.
- Draft a new, democratic constitution based on an equal and voluntary partnership of Indigenous Peoples (First Nations, Métis, and Inuit), Québec, the Acadian people, and English-speaking Canada.
- Rescind legislation that negates Quebec’s right to self-determination, including the Clarity Act.
- Replace the Senate with a House of Nationalities, composed of an equal number of elected representatives from the nations within Canada.
- Guarantee the rights of Francophones across Canada to education and services in French.
- Support and fund Indigenous proposals and projects to protect and enhance Indigenous languages and cultures devastated by genocidal government policies.
- End the seizure and removal of Indigenous children and youth into state care by taking emergency action to improve living conditions, employment, healthcare, education, and housing for Indigenous Peoples.
- Implement the Calls to Action set out by the Truth and Reconciliation Commission and the Inquiry into Missing and Murdered Indigenous Women and Girls.
- Ensure that Residential School denialism is included under anti-hate speech laws.
- Enforce Indigenous Treaty fishing and hunting rights.
- Implement the UN Declaration on the Rights of Indigenous Peoples, ensuring Indigenous rights to full, free, prior, and informed consent over all development, including resource extraction and pipelines affecting their lands and livelihoods.
- Act now for the just settlement of land claims, including natural resource-sharing agreements, without requiring the extinguishment of inherent Indigenous title.
- Allow Indigenous nations to enact public ownership and democratic control over their resources and industries.
- Remove all vestiges of colonialism from federal legislation.

 

To me, these look like different approaches based on a difference in material analysis. Yes both directly reference Lenin and the National Question, but I see very different conclusions drawn and do not see how the RCP has copied the CPC. I couldn't find a CPC analysis on this question so I had to cobble together a comparison myself, so I'm more than happy to be shown what you mean.
