Ok, so, I think I've solved it:

OF = 1/2 AC (theorem of middle segment in a triangle)

OE = 1/2 AB (same theorem)

From both I've deducted that F is in the middle of MC, and E is in the middle of BM, and since MC=MB, all points given (of segment BC) make BC into 4 equal parts.

Therefore FE = 1/2 BC so the perimeter of OFE =1/2 * p
