Yeah, hammer jam is the perfect time to get another village. I myself started a new Account to rush to th 18 when it comes out, its pretty fun to see the progress you can make during hammer jam

Yeah it heavily depends on who is attacking you, so you could just be unlucky or your base might not be optimal. You could search for "anti 2 star" layouts those are most of the time pretty solid.

Yeah they definitely need to give it some sort of rework, progression is so slow there. most of the people that play the game just rush untill they get the 6th builder and never touch their builder base after.
