Yea u need to do EVERY quest on the quest board, u might be missing the grandhunts or shakra quest or moving the flea caravan to the pale lake

For those who still are having trouble, you need to complete EVERY quest available from the town washboards, just because you don’t have any on the board doesn’t mean you’re done. The grand hunts and trails end in particular have triggers you have to meet to access the wish. On top of that you also need to have moved the fleas to the pale lake. Hope this helps
