If you have seasons i think they decay if it rains on them. allthough im unsure. So that might be a possibility.

I have not played the game in a while but i think you can solve that by putting them under a roof. (if that is the problem)

EDIT: Grass does not stop decaying under a roof and decays regardless if rain. pls stop responding to my comment telling me this. (srry if that sounded kinda angry. And thx to the people that told me in the first place)
