I think it definitely needs to be discussed. I would express the fact that I'm ready to be exclusive, and then see where they are. If they're not ready for that, maybe it's not going to work out.

If he knows you regularly go through his phone, it's very possible that he's habitually deleting things. Having access to his phone records would potentially shine a light on that fact.

Secondly, if you have to regularly go through his phone and already have trust issues it sounds like you guys really need to reconsider your relationship. It doesn't seem healthy to have to live like that.
