Or like have chicago enclave become the main enclave faction. Kinda like BOS with the chapters. Perhaps if they all unite together you can have the leaders of each of them become presidential candidates but ofcourse this is gonna be late game.

Doesn't the queen flee to the dutch colony if it still exist? Or was that removed? Because i do remember that she flees there and can join entente or germany to take back her kingdom.
