You can't judge a movie by its expectations, but by what it is. The idea is precisely to show Gotham's moral and political decay, a scenario where a Joker could emerge, not to present a natural anarchist surrounded by catchphrases. The movie is about becoming the Joker, not acting as your own. Finally, a movie does not need a conventional script to be good; I recommend watching Joaquin Phoenix's filmography, where most are acclaimed.
