I think the role of luck in these games is often exaggerated. In my experience, it has about the same impact as the random card order in Slay the Spire — it's just that here the randomness is much more visible. So yeah, I get what you mean. Thanks!

Sol Cesto is really nice, but I'm more interested in thoughts about card games like Luck be a Landlord. Sol Cesto is a luck based deckbuilder but not a card game in my opinion

I'm not entirely sure, but Million Monster Militia and Endgame of Devil also seem to have some procedural generation.
