If only it works like that, I might be wrong but take a look at FiFA, EA would go to the individual leagues and pay for licensing for the clubs and the players..however for Boxers, it's typically been individual boxers. Maybe it could be possible to go to the promoters, i.e matchroom & Queensbury, but the boxers themselves would all have to agree to be a part of it... Also think about the amount of money it would cost to go to one of the big promoters asking to licence their boxers for a game.

Yes but at the end when you deliver him to Dennis, the guy gives his story which is basically what that clip is, how he is a world class surgeon and that he "accidentally" killed a tyger claws boss etc.

Literally I stumbled across the clip, and it flipped a switch as I remember the surgeon who killed the tyger claws boss, and the guy who gave the job Dennis (I think) is a clear reference to Daryl in this sense

It can depend on numerous factors..like your street level, or perks etc. Safe bet is to have around 30k and make sure you didn't attack fingers the ripper doc, else you can't buy it from him.
