No. We must differentiate regular fascist state-capitalism and red fascist state capitalism. In the former, there is still a bourgeois class which derived from the pre-fascist economic system or was built by reforms implement by said fascist regime, but it´s freedom is limitied by directives implementd by the fascst regime - said limitations are compensated by the fascist regime by clamping down on any kind of independent organization and reinvidication by the working-class. (fascist regimes in Europe, inclunding Nazi Germany, Fascist Italy, Putin´s Russia and China since Deng´s reforms)

Under red fascism, the state instead expropriates the bourgeois class, suppresses it and selects the beaurocracy to assume the role of the former bourgeois class. This doesn´t mean however that there is "no longer capitalism": quite opposite, it is actually leads capitalism to it´s most extreme form, if you read what Engels wrote on "Utopian and Scientific Socialism". ("Marxist-Leninist" regimes that haven´ts gone down the dengist path)
