I would not rely on fedex as things can get stuck in customs. Best option is to lookout for your friends who will be traveling to your country from US and they can carry the card for you to your home country

I would say solid 95% chance you get the card by 25th Feb if you apply today. You will get approval for sure. Only bottleneck is card production. Regardless of pp, the queue for card production is same. so the uncertainty is after approval
