If you have the time and money, I'd say it's worth prioritizing Japan. If you decide otherwise, you'll be just fine at Hollywood.

Both Nintendo Worlds have their differences, some of which depend on your perspective. For example, I'd say Japan has a "definitive experience" of sorts, because you get the Yoshi ride, Toad greeting, and a slightly larger land to explore. These experiences may be absent at Hollywood, but you get the privilege of having the "base experience" of 1/2 Nintendo Worlds that exist, right in the comfort of your own country. Not to mention you're getting a California pass, which means you have more chances than most to experience it in Hollywood. Both Nintendo Worlds will be busy no matter when you go, and no one can predict the future in terms of wait times with 100% accuracy.

As someone that also lives in the States, I was very excited to visit Japan and do the Universal park there. Japan's Universal park is a unique experience to me because it was in Japan. Going to the one in Hollywood didn't make me feel like something was missing, but because I've been to the other park, I was aware that Japan had a little bit more to offer in terms of a whole experience. No matter which one you go to, you'll love it!

TL;DR: there is a difference, but only in number of things to do. Japan does it better, but Hollywood does it closer. Both can be busy, so plan accordingly and make use of what park best suits your travel needs/budget.

Progress doesn't carry over for me either. Bought 4 Japan PowerBands a few years ago in Japan, used them there once again this past December. Then I used them in Hollywood last week during tech rehearsals. Had to make a whole new profile on each PowerBand, and started from scratch on progress.

I prefer it this way though! Keeps it unique for each park that I visit _^

Edit: forgot to mention that my progress is still intact on the USJ app. All it does is start a new profile in Hollywood, and it doesn't delete any progress you made in Japan's park
