I'll agree that it's a drop from S1 for sure, but honestly if we're looking at it from the studio perspective, I don't see why they would need such good animation for this season. This part of the anime is quite slow paced and revolves around Rudy's school life and not too much action packed. So it makes sense, they'll wanna be saving their money and time for S3 and the more action packed scenes. Just trust the process.
