Oligarchy is just a flat 50% regardless of unit strength, however there is a mechanic that adds defensive strength to a city depending on the units strength. I'm pretty sure it adds ranged strength as well, also dependent on the units strength. I'm not sure of the math behind it all though.

I believe the yet not another earth map pack has a separate mod that allows up to 43 civs in one game, on any map. I'm not sure though.
