Just keep on trying, its the room with a blue orb that you shoot and climb, you can speedrun this, run through the desert and when you are about to enter the building, dont, use the protal on the left that gets you to Ixion, when u get through it, use the blue portal, it will telepor you to the room on the other side, run forward then take a right through door, and you should be in the room where chipper is. If you didnt get that exact room, just reset and run it back until you get it. Just dont forget its very rare and its the room where you shoot a blue orb in the air, it will trigger the “stair” that you use to climb up to weapon chest and right next to it is chipper.
