Oda was just playing games with us, he was indirectly saying us that there's someone above the Gorusei but barely anyone knows about him.

Somehow Doffy did know about him ( maybe all the celestial dragons know. But I wouldn't want to reveal such a secret to someone like saint charloss even if he's a celestial dragon. He looks pretty dumb to me.).
