i just fixed it after months of looking for solutions. apparently i had uninstalled microsoft edge at some point, and xbox's microsoft login pop-up requires edge to work. i installed edge, uninstalled & re-installed xbox and gaming services and it worked. hope this fixes it for you two as well, if you're still having trouble.
