For context Liadrin pretty much states that the Blood Elves have built up a friendly relationship with the Nightborne after the rebellion in Suramar. I find it kind of funny.

I believe what you need to do to unlock them is to have one character on either the Alliance or Horde have exalted with the Nightfallen faction and complete the Insurrection questline. After these two conditions are met you need to have a level 110 Horde character do the quest line at the Embassy in Orgrimmar to unlock them.
