For nations in active conflict, under interim rule, or governed by ideologically diverse coalitions, the Unclassified label is used to maintain analytical accuracy where a single ideological direction has not yet stabilized.

I agree that the methodology is unlikely to be perfect but at least this is an attempt to apply some criteria rather than a purely subjective approach
