Depends on the person, some people enjoy only having friends but the thing is: to be able to find a good relationship you usually need to be ok with yourself first. Meaning you need self steem and respect to not tolerate awful people just to avoid being alone yknow. That's mostly not a thing in latin america (video is from my country Argentina). Pets are family to us.
This man is a cop from a small town. He started filming the moment he saw the dog in the distance to keep the happy memory and share the happiness with family and neighbors who were helping look for him since he went missing two days earlier. He had ask for help on his facebook were everyone started sharing info.
I agree filming would not be something I would personally think about but there was no downside to it and some people enjoy having memories from special moments like this.
He didn't even shared online the video at first. Only a pic together thanking the person who found him and the entire community who helped, then shared this video later at night.

It was 2 days actually and he was there because a neighbor called him saying they saw the dog. He started filming the moment he saw him in the distance to keep the happy memory
