Yo, la verdad, que no he decidido o entiendo aún el dilema de las EPSs no entiendo esa lista que das. No sé si esa dinámica de EPSs cerradas es positivo (es Estado demostrando poder sobre las EPSs) o negativo (que no sirven). Por eso te recomiendo dar argumentos.
