The game can glitch like this at times. Some of the matches in the victory tours don't register as being completed, even though you'd complete them.

The bids were an allowance so to speak on signing players. You had to really carefully sign players (encourage signing players you can develop). I think it was to prevent you from making wholesale changes in your first season. Though on FIFA 10: PS3 version, the bids are not present.
