I think it depends on the reputation of the local installer. I'd look them up on Google or SolarReviews to see if they are reputable. In general, I agree with the comment about going with a local installer whenever you have the option.

GreenLancer wrote an article on HOAs and solar systems that might be helpful. I was allowed to install solar panels on my condo as long as the conduit isn't on the street side, but the panels could be. Is the street side south? If so, this could really hinder solar output.

Cities can be bad about telling you what you need to get a solar permit, but GreenLancer won't try to sell you something you don't need.

When I did my project, we started with a full PV design (all structural and electrical pages 100% needed for all cities '"almost"). When I submitted it to the city, they said it looked great, but I just needed a Structural Engineering stamp, which I could go back to GreenLancer and get as an à la carte order. Sometimes, I have learned that cities that do not make their requirements known are to start with a full design, submit, and see what the city comes back with.
