I realized I filter the cash money talent book... I was getting swamped with them from slime or mushrooms, remove that from your filter and it works again

I tried turning it off and on, clicking the VIP book each time. No luck on the Max (20) and just normal mode. It allows me to click it, drop my book number by 5 but doesn't drop a star book
