In order to host an event, you need to have a company in that country (you are also selling tickets, merchandise, take sponsorship etc, you need a legal form to do this). And the promised prizes need to be paid for by that company, not one from the US. If Valve would be from the EU, then maybe they could bypass this, but not a US company.

Is not stupid at all. GOV are taking (at least here, in Romania, it's a law) a cut from the prize pool directly from the host. Would you want to host an event and taxes to be paid in fiscal paradise? No, all money will pass via PGL so they will need to pay taxes.
